Utah is a reliable Republican state in presidential elections. There is a statewide race for governor this year, with Republican Gov. Gary Herbert not running for reelection. The state has four congressional districts. Utah voters who are unaffiliated can participate in Democratic primaries, but only registered Republican voters can participate in GOP primaries.
